Founder and Owner of HB TLC Trade And Law Consultancy Office
– Graduated from 1984 Police College (1984)- Police Academy (1988) and Ankara University Faculty of Law (1990). He holds a Master’s degree in Criminology.
– 30 years as a senior civil servant (1st Class (Retired) Police Chief)
– Between 1988-2014, he worked as a manager in Police Department in the fields of Foreigners, Security, Close Protection (VIP), Private Security and Public Order.
– Between 1995 and 2000, he successfully served as a lecturer at the Etiler Police Training Center in Istanbul, teaching the Introduction to Law, Criminal Law, Criminal Procedure Law, Weapons and Shooting training.
– In 2004-05, he served as the Turkish Mission Representative to the United Nations Kosovo Peacekeeping Force, and he received the Bureaucrat of the Year Award in the field of Private Security Management in 2007.
– Since 2015, he has been working as an attorney and consultant in the fields of law and security.
– He provides legal consultancy services to high-level commercial business and investment companies such as TCC (China Tianchen Engineering Corporation), ECSTM Machinery Equipment Import Export Industry and Limited Company) and SINOPEC International Petroleum Services Turkey Limited Company, SINOSTEEL Mecc Turkey Engineering & Technology Co., Ltd.

– In 2014, he graduated from the Department of Chinese Language and Literature at Nanjing University in China. Since 2015, he has worked as an executive assistant to many Chinese companies and investors investing in Turkey.
– He carried out Chinese-Turkish translator and translation services in the commercial and official meetings of the companies and in the arrangement of documents. Currently, he provides services for obtaining work permits for many Chinese companies, application and follow-up of residence permits, creation of local supply chain, as well as a sworn notary translator. He continues his solution partnership as the China coordinator of HB TLC LAW AND CONSULTANCY Office..
Dr. Emmanuel – İbrahim NIZIGIYIMANA
International Economics – Africa Solution Partner
– Born in 1983 in Burundi, he received his Bachelor’s degree in Economics and International Trade from Lac Tanganyika University in 2011 and completed his Turkish language studies in Turkey in 2013 and the following years. Subsequently, he obtained a joint master’s degree in Development Economics and International Economics and a PhD degree in economics. in Turkey,
– In 2017, he completed the “Public Financial Management” certificate program from SOAS London University. He served as the vice president of the international Burundian diaspora at the Dutch NGO CORDAID-Burundi between 2017-2021 and later as an honorary member of the “Burundi Hope Children Foundation”.
– He speaks Turkish, English, French, “Kirundi”, the national language of Brundi, and “Kiswahili”, the most widely spoken language in many African countries, and acts as an interpreter for official delegations.
– He is the International Relations, Legal and Investment Advisory Coordinator of HB TLC Trade and Law Consultancy Office.
Nurzhanat AMETBEK
Central Asia Solution Partner – Chinese, Kazakh, Russian and English Interpreter
– She was born in Kazakhstan. In 2006, she completed her English teacher training in Kazakhstan, in 2010 she completed the Chinese Teacher Training Seminar at Hainan University in China, and in 2004 she completed her BA in English Language at Xinjiang University.
– She received her master’s degree in English Language Teaching from Hacettepe University and her PhD in International Relations from Ankara University.
– She has Ege University Turkish Education Diploma and METU Chinese Teacher Training Certificate (4 years). She is fluent in Kazakh (native), Chinese (native), Turkish, English and Russian.
– She worked as a translator from Turkish to Chinese and from Chinese to Turkish at the United Nations office in Ankara, the Ministry of Foreign Affairs of the Republic of Turkey, the Turkish Tax Office, the Ministry of Economy of the Republic of Turkey, SEIS, commercial companies and factories, conferences and business meetings.
– As a solution partner of HB TLC TRADE AND LAW CONSULTANCY OFFİCE , she carries out specialized tasks such as project consultancy for Central Asian companies, especially Chinese and Turkish companies, organizing internet conferences for potential business partners, helping factories to solve technical problems by connecting with foreign partners, finding factories and goods in China for Chinese companies in Turkey and Turkish investors in China, making presentations for new projects and writing reports in both Turkish and Chinese languages.
– She worked as project coordinator and Chinese interpreter at Zhongyin Huijin Industrial Investment Capital Holding, project manager and Chinese interpreter at China Overseas Security Group, Chinese interpreter at Atlas Mining Co. She also worked as a Chinese translator for the Mogan Lake Cleanup Project.
– She worked as a lecturer in Chinese at Bilkent University, part-time Chinese teacher at Gelişim Private School, İnci Private School and Aktif English Course.
– She worked as an instructor of Chinese and English languages at L.N. Gumilyov Eurasian National University in Kazakhstan in 2006-2007 and as a Chinese translator at Sheng Rui Te International Trading Co., Ltd, Urumqi, China from 2004-2006.
Ahlam AL-ZUHAIRY
International Economics and Law – Middle East Solution Partner
– She was born in Iraq and graduated from Baghdad University in the department of Public Law in 1992. After working as a freelance lawyer in Iraq between 1992-2009, she received her Master’s Degree in Public Law from Çankaya University in Turkey in 2015. Since 2019, she has been pursuing her doctoral studies in the same field at Selçuk University.
– She speaks Arabic, Turkish and English, and provides legal consultancy, including technical translation, especially in Arabic, in the fields of legal texts, employment contracts and the legality of technical specifications.
– She has a legal consultancy certificate that is also valid in Iraq and works as the solution partner of HB TLC TRADE AND LAW CONSULTANCY OFFİCE, especially in investments to neighboring countries or in consultancy services to investors coming to our country. In 2017-2018, she served as a supervisor of international students studying online; and within the scope of this task, she has a “position to obtain information from a very wide network of bureaucracy in the international arena”.
– In organizations named International Blue Crescent (IBC) and World Vision Organization (EKO Project / Turkey); she did international legal consultancy duties on the protection and rights of children and women, legal process management regarding Syrian refugees, citizenship, work permit and temporary protection rights for Syrian beneficiaries. She carried out NGO project management activities with international organizations.
– In 2015, she worked as a university representative and legal counsel before the Ministry of Higher Education in Iraq, and as a university representative and lawyer before the Administrative Court.
İshak ÇELİK
Certified Public Accountant Solution Partner and Independent Auditor
– He graduated from Istanbul University, Department of International Relations in 2000. He completed his Master’s Degree in Accounting Auditing at Marmara University in 2019.
– Between 2000-2002, he worked as a contracted officer in the cargo and customs department of Turkish Airlines on customs clearance and the issuance of international documents.
– He worked as a tax inspector at the Ministry of Finance between 2002-2013, as a Certified Public Accountant between 2013-2019, and has been working as a Partner Chief Auditor since 2019.
– He has a Capital Markets Board (SPK) and Public Oversight Authority (KGK) Independent Audit Licenses and works as a solution partner of HB TLC TRADE AND LAW CONSULTANCY OFFİCE in the fields of full certification, VAT refund, audit, consultancy and financial analysis.
Hakan AKÇAM
Real Estate Consultancy Solution Partner
– Graduated from Bosnia and Herzegovina Faculty of Law (English). He works as Ankara All Real Estate Agents Professional Chamber Board Member, Revenue Agency Permanent Appreciation Commission Member, ATO and ATEM Auditing Officer, TESK Auditing Officer, Ankara Chamber of Commerce Expertise, President of Etimesgut/Ankara Real Estate Consultancy Association. He is the author of the publication named Real Estate Consultancy Handbook.
– As a real estate consultancy solution partner of HB TLC TRADE AND LAW CONSULTANCY OFFİCE, he provides real estate supply and consultancy services to local and foreign investors.
Cahit CESUR
Solution Partner (Media Publishing and Expert Witness)
– In 1988, he received his bachelor’s degree from Middle East Technical University, Department of Physics. In 1990, he worked as an IT specialist at TRT Information Processing Department.
– In addition to systems such as Copyrights and Personnel System, he ensured the preparation of visual software used by all Turkish media in corporate projects such as General Parliamentary Elections and Local Government Elections.
– During his time as a manager at TRT, he carried out the automation of many programs, including News Department News Broadcast Automation and Radio Broadcast Automation.
– Established and operated TRT’s official website broadcasting in 24 languages.
– Provided graphic-based software and hardware needs for TV broadcasts. Organized training programs for TRT personnel in the field of informatics.
– Since 2008, he has been on the Ankara Courthouse Expert List in his areas of specialization including security camera image analysis, description comparisons, voice comparisons, digital forensics, video productions as evidence where determinations are made on the image, 3D simulation of the event subject to the case, mobile device forensics and data recovery, clarification of photographs, video and audio recordings, HTS analysis.

– He received his master’s degree from International H. Ahmet Yesevi University, Department of Computer Engineering in 2008 and from Anadolu University, Department of Economics in 2010. He has Network Management Certificate, Network System Expertise, Server Management Certificate.
– He worked as an IT manager and trainer in many local governments and private companies.
– He is engaged in the creation of e-commerce infrastructure, software, coding, SEO Management, digital content production, visual advertising edits, animations and 3D designs and modeling. He has realized many public and private sector projects such as drone video shooting, 3600 visual preparations
– Can use Html, CSS, Photoshop, Php, Flash, Dreamweaver, InDesign, jQuery, .net frontend and backhand, python, react native, angular, AutoCAD and 3d Max project drawing type software programs.
